what does this mean and who makes these??

so i found this tag a long time ago, about 4-5 years back during my college years in my home city of Springfield Missouri. every time i saw it i went "oh i like that graffiti, i wonder what it means". but every time i would google it or reverse image search, i would come back with no answers.

recently i got a job in Bentonville Arkansas, and while getting lunch with my coworkers the other day, what should i stumble across but the skull tag from my college days. this one is much smaller, and not done in spray paint, but it is the same tag for sure!!

i'm turning to reddit now to see if anyone happens to know anything about this tag: what it could mean, if it's more widespread, anything! (also i was originally going to post this on r/graffiti, but they have a 'letters only' rule lol, so I brought this here instead!)
