does any remember an artist in the 90s who tagged around the bay area peninsula with the tagger name happy cow?

They would draw a picture of a cow and then write some sort of message

This one message I've always remembered was "happy cow is sucker free for 93+240"

I have no idea what any of it meant but I always loved seeing it around town. Anybody who know this artist was?
